EMERGENCY FOOD AND SHELTER PROGRAM (EFSP) FUNDING
HOW TO APPLY FOR PHASE 30 (2012) FUNDS
The Sonoma County Emergency Food and Shelter Program (EFSP) Local Board is requesting proposals from local emergency food and shelter service programs for funds to assist people experiencing economic emergencies.
EFSP funds originate with FEMA, in the U.S. Department of Homeland Security. Congress has allocated $120 Million for EFSP in the 2012 Federal Budget, the same amount as in 2011. FEMA and the EFSP National Board are now developing the distribution formula, and have not yet determined Phase 30 (2012) county allocations. The Sonoma County Local EFSP Board is issuing this Request For Proposals (RFP) to give agencies time to complete applications and to allow for quick distribution of funds when county allocations are made.
The Sonoma County Task Force for the Homeless administers the Local EFSP Board that distributes the funds. Applicants must: 1) be a private non-profit with a voluntary board or a unit of government; 2) have an adequate accounting system; 3) practice nondiscrimination; 4) have demonstrated the capability to effectively deliver emergency food and/or shelter in Sonoma County. Qualifying agencies are urged to apply.
NEW APPLICANTS ARE REQUIRED AND ALL APPLICANTS ARE ENCOURAGED TO ATTEND OR BE REPRESENTED AT THE PHASE 30 APPLICANTS WORKSHOP, WEDNESDAY, FEBRUARY 29TH, 2012, 9:30AM to 12 Noon at 3315 AIRWAY DRIVE, SANTA ROSA (entry faces Center Street). Non-profit or government agencies that currently provide emergency food and/or shelter in Sonoma County and meet the criteria in the Request For Proposals may apply for EFSP funds to expand these services. Funds originate from the Federal Emergency Management Agency.
You may either:
1.) 1.) Download all of the proposal documents below, starting with the Request for Proposals to determine eligibility and funding priorities. Review the Cost Chart for eligible expenses. Review the Applicant checklist on the EFSP Phase 30 Application and complete the Application form on your computer, answering each question directly and in order. Construct a program budget formatted as on the Sample Budget Format, and print and copy the completed application for timely submission (See Phase 30 Timeline). This is the recommended option.

2.) 1.) Download and print the documents below including the EFSP Phase 30 Application form. OR pick up a printed Application packet at the Sonoma County Task Force for the Homeless, 3315 Airway Drive, Santa Rosa, (entrance on Center Street). Please call first, since the office is currently staffed only part time. The office phone is (707) 575-4494. Complete the form by typing in the information, adding supplemental sheets as needed. Do NOT exceed the 2-page limit for the narrative portion. Please clearly label the section numbers and questions on any supplemental sheets, and attach them in order to the Application, prior to the budget.
PROPOSAL DOCUMENTS TO VIEW/DOWNLOAD:
All Applicants should download and review the most recent EFSP Manual and Key Changes from www.efsp.unitedway.org, the EFSP National Board web site, before submitting an application. Please especially note the detailed requirements for documenting EFSP expenses. The Phase 30 Manual and Key Changes are not yet posted on the EFSP National Board site as of the date of this Request for Proposals. You may consult the Phase 29 manual until the new one is posted. APPLICANTS MUST SUBMIT 11 PRINTED COPIES OF THE COMPLETED APPLICATION FORM AND ONE (1) COPY OF EACH OF THE SUPPORTING DOCUMENTS LISTED ON THE APPLICATION BY 5:00 PM WEDNESDAY MARCH 21ST, 2012 AT THE SONOMA COUNTY TASK FORCE FOR THE HOMELESS OFFICE, 3315 AIRWAY DRIVE, SANTA ROSA.
Applicants are also asked to submit a copy of the completed application and budget via e-mail to sctfhmls@pacbell.net, along with, if possible, each supporting document.
