EMERGENCY FOOD AND SHELTER PROGRAM (EFSP) FUNDING
As part of the American Recovery and Reinvestment Act (ARRA), Congress has allocated $100 Million to the Emergency Food and Shelter Program (EFSP). The EFSP National Board has allocated $168,336 to Sonoma County. The Sonoma County Task Force for the Homeless is the EFSP Local Board Administrative agency. The Task Force uses two percent ($3366) of the allocation to support the funding and reporting process. $164,970 will therefore be recommended by the Local EFSP Board to supplement existing food and shelter programs for people experiencing economic emergencies. Funds originate from the Federal Emergency Management Agency (FEMA). All funds must be fully expended by December 31, 2009.
HOW TO APPLY FOR AR 2009 FUNDS
NEW APPLICANTS ARE REQUIRED TO BE REPRESENTED AT THE APPLICANTS WORKSHOP, FRIDAY, MAY 1st, 2009, FROM 10:30 AM TO 12 NOON, AT 3315 AIRWAY DRIVE, SANTA ROSA (entry faces Center Street). AGENCIES WITH CURRENTLY FUNDED PHASE 27 PROGRAMS ARE WELCOME AS WELL.
Non-profit or government agencies that currently provide emergency food and/or shelter in Sonoma County and meet the criteria in the Request For Proposals may apply for EFSP funds (which originate from FEMA) to expand these services. This is the second round of funding in 2009. This allocation is part of the American Recovery and Reinvestment Act. Applications are due May 11, 2009. All funds must be expended by December 31, 2009.
Please note: The spending period for the upcoming EFSP AR09 funds has now been set as April 1, 2009 to December 31, 2009. Eligible costs may be claimed back to April 1 only. Please consider this spending period as you prepare your applications.
To apply:
1. Download the proposal documents below, starting with the Request for Proposals to determine eligibility. Review the Cost Chart for eligible expenses.
2. Complete one of the two EFSP AR 2009 Application Forms on your computer, answering each question in order, include a program budget as requested (See Sample Budget Format), and print and copy the completed application for timely submission (See Timeline).
- A.) Applicant Programs Currently Funded Under EFSP Phase 27 (2009) May Complete The Short Application Form Only.
- B.) Applicant Programs Not Currently EFSP Funded Must Complete The Full EFSP AR 2009 Application Form, Even If Other Agency Programs Do Receive EFSP Funds.
- C.) Submit 12 printed copies of the completed Application form and one copy of each of the supporting documents listed on the Application by 5:00 pm Monday May 11, 2009 at the Sonoma County Task Force for the Homeless office, 3315 Airway Drive, Santa Rosa.
Applicants are encouraged to submit an electronic copy of the application and supporting documents to sctfhmls@pacbell.net or on CD with the printed proposals.

Applicants should download and review the most recent EFSP Manual and Key Changes from http://www.efsp.unitedway.org/, the EFSP National Board web site, before submitting an application. Please especially note the detailed requirements for documenting EFSP expenses in various expense categories. The Manual and Key Changes for this new EFSP Phase are not yet posted on the EFSP National Board site as of the date of this Request for Proposals. You may consult the Phase 27 manual until or unless a new one is posted.
